About Fall River Road District Board Members

Vacancies on the Fall River Special Road District Board are filled by nominations by the current board, which are submitted to the Deschutes County Board of  Commissioners for appointment.  On December 31st of each year one board member's term expires.  Property owners within the SRD area are encouraged to volunteer for positions on the Board.  The existing board will interview volunteers and select a person to serve on the board for a three year term.  These positions are not elected positions.  Elections are  time consuming and  costly for a small road district like FRESRD, whose purpose is to maintain and improve the roads within Fall River Estates on a very small budget.

Volunteers

All board members own property within the FR Special Road District community.  Positions on the FRSRD are voluntary - non-paid positions.  Many Special Road Districts in Oregon take advantage of the rules that say each board member can receive $50 per month, from the SRD funds, for their time.  This amounts to $600 per board member per year, and $150 for an alternate board member.  Fall River Special Road District board members (commissioners) do NOT take this compensation, nor has any FRSRD board member ever taken this compensation.  This saves the  District a minimum of $1800 per year.  Since the last time the roads were resurfaced, by not taking this compensation, the board  members have saved approximately $13,000.00, which will be used for our next paving project.

FAQs

How long can an SRD board member serve?

  • There is no time limit.  A board member can continue to serve as long as the existing board approves her\his nomination.

Does the HOA in the area have any control over the SRD or its nominations

  • No. The HOA has no authority over the SRD.
  • In 2019, the HOA chairman declared that the HOA bylaws stated that the HOA had control over the process of selecting and nominating board members.  However, as stated in 2019 by the Deschutes County Counsel, "HOA bylaws, while instructive, are NOT legally binding on the SRD or the County Board of Commissioners."   As has been the practice of over 95% of Special Districts in Oregon, the sitting FRESRD Board has  always had the sole responsibility and authority to nominate new members of the board to the Deschutes County  Board of Commissioners (BOCC) .   On June 8, 2019 the BOCC confirmed that only the SRD board has authority to nominate volunteers to fill vacancies on the SRD board.
